UIC is good school and if you can work hard a little you would enjoy your stay.
I took GRE AND TOEFL tests for my admission. I prepared for exams myself. My F1 visa interview was about 15 min and they asked me few questions about my field of study which was simple. As my destination was Chicago, getting a flight ticket was not that difficult. Flight experience was not that great. I was allowed 32x2 by Air India. I don't think they had any student fares. My immigration check was smooth without any hassles. There were my seniors waiting to pick us up.
Getting an assistantship depends upon the competition i.e. number of admissions that year. If you try hard enough you can find one.
University has pretty decent infrastructure with good lecture halls, nice library and huge sports center. My program ECE was well structured with decent faculty
Most of international students live off-campus nearby the university. It's inexpensive compared to university dorms. Getting a part time job should be easy. And coming to city, Chicago is awesome (I felt so) to live in. Major concern would be winter, which could be very hard to cope.
UIC has a placement cell, which is not great though. There are job fairs every year for students. Decent number of companies attends these. Getting a work permit is easy as long as you find a job. Alumni are not that functional (in context to Indians).
